How much more will heating cost in Lithuania in the 2026-2027 season, and who pays for it?
In September heat in Lithuania is 27.5 percent dearer than a year earlier before VAT, and about 41 percent dearer with VAT, which rose from 9 to 21 percent in January 2026, so at the current price the October bill for an unrenovated 60 m² flat would be about 110 euros instead of 80. Consumers pay, and for low-income households the state covers the part above 10 percent of income after a deduction.
On 16 September LRT reported that heating will cost at least a fifth more in the 2026-2027 season. Those are forecasts, and they belong to different people. Antanas Budraitis, analyst at the Lithuanian Energy Agency: "In our assessment, the price of heat should rise by about 20 percent this heating season." What that is compared with, he did not say. Bills up to 30 percent higher if the winter is as cold as 2025-2026 is a forecast not from the agency but from Valdas Lukoševičius, chairman of the Lithuanian District Heating Association. This piece answers a different question: what the prices already published show, and what that is in euros.
