Did the US military really plan fake terror attacks against its own citizens?
Yes, it did, and this is not a theory but a document. On 13 March 1962 the US Joint Chiefs of Staff sent the Secretary of Defense a plan for staging Cuban attacks to justify an invasion. The plan was never carried out. It became public only 35 years later, when the JFK Assassination Records Review Board opened military archives.
The sentence "the government planned terror attacks in its own cities and wanted to blame an enemy for them" sounds like a textbook conspiracy theory. In this case it has a document number, a date and signatures.
This piece rests on the 1962 memorandum itself, published as a scan by the National Security Archive at George Washington University, and on the final report of the JFK Assassination Records Review Board.
