Lithuania tested its national evacuation plan for the first time. What the municipalities' own numbers show

On 26 September 2026, during the "Vyčio skliautas 2026" exercises, Lithuania ran the first practical test of the national evacuation plan approved in July. The plan assumes about 75 percent of residents would leave on their own and municipalities would move the rest. The municipalities themselves name the weak points: Jurbarkas district (single source, LRT via ELTA) could move about 5,000 people with its own resources and would ask the state for transport for more than 1,400 others and up to 130 patients; a Red Cross representative (single source, LRT) says a common evacuee registration form is missing. A plan for evacuating across the Polish border is still being negotiated. The next checkable step is the nationwide siren and phone alert test on 29 September 2026.

On 26 September 2026 Lithuania ran the first practical test of its national detailed population evacuation plan. The drills were organised by the Fire and Rescue Department (PAGD) as part of the wider national mobilisation exercise "Vyčio skliautas 2026". The scenario, in PAGD's words: an act of aggression and its consequences cause a national emergency, and a decision is taken to evacuate people on a large scale within the country. Residents were simulated as moving from 30 municipalities to 30 others. (PAGD, 2026-09-26)

An exercise is a test, not an event. The useful part is not that the buses arrived, but what municipalities and organisations said about their own gaps.
